Methodology for Tracking Development Assistance from India

This discussion paper was commissioned to the Centre for Budget and Governance Accountability (CBGA) and published in August 2018 and serves as a proposal for the Government of India to develop a mechanism to monitor development cooperation flows from India. The paper attempts to provide an initial template for the creation of such a measurement mechanism by building from public sources on budgetary information which can work towards enhancing transparency and accountability of public spending on the US$ 1 billion taxpayer-funded foreign assistance programme. The paper is also meant to serve as a reference for future research on the subject that may be undertaken by individual researchers, academics, and civil society organizations aiming to monitor and assess the quality of and public expenditure flows into India’s development cooperation programme.
