<p>
National Campaign on Dalit Human Rights is a forum committed to the elimination of discrimination based on caste. A democratic secular platform led by Dalit women and men activists, with support and solidarity from movements, organisations, and individuals throughout the country who are committed to work to protect and promote human rights of Dalits focusing on women and children.
</p>
<ul class="list-group">
<li>Existing IssuesBudgets meant for Dalit and Tribals do not result in schemes which can benefit Dalits and Tribals.</li>
<li>The money meant for Dalits and Tribals under SCSP/ TSP is either underutilised or used for other purposes. </li>
<li>No specific act exists on SCSP / TSP.</li>
</ul>
<h3>Specific Objectives:</h3>
<ul style="list-style-type:none;">
<li>a. Monitor SCSP and TSP implementation in specific schemes though community participation.</li>
<li>b. Advocate for a comprehensive model of strong SCSP & TSP implementation with a focus on Eklavya Ashram School (EAS) and Janani Suraksha Yojna (JSY) in Jharkhand and Odisha.</li>
<li>c. Research and Publication on EAS JSY on the demand levels, allocations, nature of transfers and fund flow both at Central and State govt level, and recommendations especially strengthening the last mile connectivity.</li>
<li>d. Constant Engagement with Comptroller and Auditor General (CAG) for more transparency and accountability in implementation of SCSP and TSP schemes.</li>
<li>e. Capacitation of local groups, CSO’s and Activists on Budget tracking and monitoring of specific schemes under SCSP and TSP.</li>
</ul>
<ul class="list-group">
<li>More awareness on the need for proper allocation and ultization of SCSP funds because of the pressure from Dalit groups and policy impact if a central legislation is brought out on the same. </li>
<li>This year work will result in a base document to engage with CAG as they will audit the scheme next year. </li>
<li>More awareness on the issues of tribal education and resource utilisation. </li>
<li>Tools for budget tracking at district level.</li>
</ul>
<h3>Achievements so far: </h3>
<ul class="list-group">
<li>Successful organized 400 groups and 12000 community leaders from 13 states to effectively force the national level campaign on SCSP and TSP legislation from Dec 2013- February 2014.</li>
<li>6 DBRC are established and running for facilitation of the Dalit Communities.</li>
<li>Large number Communities are now connected with the centers for their benefits from the schemes under SCSP.</li>
<li>In last 9 months all together approx 3800 families / individuals have been facilitated in getting the access of schemes. </li>
<li>Efforts of 'Educate me' campaign have resulted in creating positive environment towards establishing the agenda of Inclusion in Education Set ups in Varanasi and Jaunpur districts. </li>
<li>Successful promotion of 'Unequal Alphabet' have resulted in greater acknowledgement of wider stakeholders for promoting inclusion in Education for Dalit and Adivasi Girls.</li>
