Centre for Social Equity and Inclusion was registered as Trust by a group of social activists and academics in Delhi in 2009. The members have been at the forefront in working on Dalit rights and rights of other marginalised communities for over three decades. The focus of its work is ‘addressing social exclusion and discrimination and developing and promoting inclusive policies and practice through policy research, monitoring, innovative pilots and advocacy in collaboration with civil society organisations, particularly those led by members of the excluded communities for equitable outcomes’.

<h3>About the Project: </h3>
<p><b>Problems and issues:</b> Lack of awareness on Section 12 of RTE Act which deals with 25% seats to Economically Weaker sections and Disadvantaged groups.</p>
<ul class="list-group">
<li>Private schools hesitant to provide for EWS / DA seats and have challenged the clause in the Supreme Court. </li>
<li>The seats meant for EWS/DA not filled even after SC upholds the RTE provision. </li>
<li>Reports of discrimination and lack of inclusive practices within schools </li>
</ul>
<h3>Specific Objectives: </h3>
<ol>
<li>Learning, pilot and advocacy expanded in Delhi state with 2 CLOs on post admission issues of children enrolled under section 12 of RTE Act. </li>
<li>Identifying CLOs /CSOs in ten states and networked on issues of Section 12 of RTE Act.</li>
<li>Preparation, dissemination of draft guidelines on Section 12 of RTE Act and initiation of advocacy with central and state governments. </li>
</ol>
<h3>Impact of running this project : </h3>
<ul class="list-group">
<li>More awareness on the rights of economically weaker sections and disadvantaged communities under section 12 of the RTE Act.</li>
<li>Creation of a platform of marginalised led groups working on the issue. </li>
<li>More children from marginalised communities receiving education under Section 12 of RTE Act. </li>
<li>Inclusive practices encouraged in private schools. </li>
</ul>
<h3>Achievements so far: </h3>

<li>Generating greater awareness in community towards Rights & Entitlements and clarifying requirements by schools.</li>
<li>Regular Community engagements through CLOs for preparedness (for admission & for school). </li>
<li>Interstate rules comparative analysis towards evolution of common advocacy steps, required interventions & required changes in government & school actions.</li>
<li>Design, development & execution of compliance tracking & profiling Tools.</li>
<li>Strategy to form Local CLO Help lines in communities & Target groups.</li>
<li><b>Uttar Pradesh:</b> Two state consultations, Government engagement & clarification on reimbursement amount, two regional consultations and partnering with nearly 40 CLOs in nearly 50 districts.</li>
<li><b>Bihar:</b> One state consultation, norms & guidelines follow up with State Administration and partnering with 11 CLOs in nearly nine districts.</li>
<li><b>Jharkhand:</b> One state consultation, norms & guidelines follow up & establishing of total vacancies available through State Administration and partnering with 15 CLOs in nearly 11 districts.</li>
