<h3>Introduction about partner NGO: </h3>
<p>
JOSH has been working with urban poor youth in the resettlement colonies and slums of Trilokpuri and Kalyanpuri in East Delhi. It runs a Youth Resource Center, <b>which teaches</b> basic English, and the students are also trained on different legislations like RTI Act, Right to Education Act and other rights based issues. The Community Resource Centre run by JOSH engages with community members to become active participants in the school governance.

The main aim of this project is to be able to reach out to under privileged and deprived community in slums and two resettlement colonies in Delhi by empowering the youth and the larger community to improve delivery of services, mainly focusing on improving the delivery of quality of primary education and to work towards effective implementation of the provisions of Right to Education Act. The project aims to build capacities of the SMC members in particular and community in general, to collectivize and negotiate for proper implementation of the Right to education Act.

<h3>Existing Issues: </h3>
<ul class="list-group">
<li>Schools lack accountability and transparency and participation of community in governance</li>
<li>Lack of an adequate, time bound Grievance Redress Mechanism in the state and country.</li>
</ul>
<h3>Specific Objectives:</h3>
<ol>
<li>Facilitate formation SMCs in schools and to capacity build the SMCs on their roles and responsibilities mandated under the RTE Act. </li>
<li>Enable SMC members to raise collective issues of the schools and demand for implementation of the RTE Act.</li>
<li>Build capacity and facilitate community-led monitoring process within the framework of the RTE Act.</li>
<li>Consolidate efforts towards demanding a Grievance Redressal mechanism for RTE Act by establishing networks with state and national partners.</li>
</ol>
<h3>Expected Impact :</h3>
<ul class="list-group">
<li>Community engages in school monitoring and bring accountability to the system.</li>
<li>Parent members of the SMCs contribute to school governance and subsequent improvement of the system. </li>
<li>People access Grievance Redress mechanisms and collectively demand implementation of the RTE entitlements. </li>
</ul>
<h3>Achievements so far: </h3>
<ul class="list-group">
<li>297 youth trained in basic functional English and computer literacy.</li>
<li>226 education-related grievances and 38 Right to Information applications were filed by the community with support from JOSH.</li>
<li>More than 3000 signatures were collected and sent to the Minister of Education and Chief Minister of Delhi, to institute a grievance redress mechanism within the RTE Act.</li>
<li>12 EWS camps were organized where more than 240 people accessed information on rules and procedures and filled application forms.</li>
<li>250 parents and SMC members were capacitated on SMC roles and responsibilities and functioning. </li>
<li>Specific changes reported from schools where parents and community participated in school inspection. </li>
<li>DoPT issued guidelines and templates as part of their recommendation towards proactive disclosure to all public authorities in all the states. Josh as a member of National Task Force set up by DoPT was involved in the formulation of guidelines and templates of information disclosure at different levels of the education system</li>
</ul>
