Job Title : Programme Coordinator – Monitoring, Evaluation and Learning

Department : Programme & Advocacy

Location : New Delhi

Level / Pay Band : A6

Contract : 3 Years Fixed Term (Renewable) 

Reports To : Manager – Monitoring, Evaluation & Learning 

Scope of Position :

This is a critical senior-level position for Oxfam India.  The incumbent will be responsible for the successful delivery of Oxfam India’s Monitoring, Evaluation and Learning Strategy across the programme department. S/he will be working with Theme Managers, Regional Managers, civil society partners organisations at the state and national level to monitor the progress and impact of the projects.

While no direct management of staff is expected of the incumbent, there will be dotted line reporting relationships with a larger team.

HQ level :

•Support the MEL Manager to develop and roll out the MEL Strategy across the 4 thematic portfolios 

•Lead in specific Thematic Portfolios to review programmes against outputs outlined in the logframes

•Maintain databases related to program implementation & program coordination

•Lead the processes of MIS related services. 

•Lead in organising the capacity building sessions for staff on MEL 

•Lead in developing a Knowledge Management Plan with the thematic leads to strengthen the evidence base and communications  

•Lead in developing the Evaluation Calendar and coordinate with the Thematic & Regional Teams to commission thematic evaluations 

•Support the Partners & Internal learning processes on MIS, databases & analysis.

•Maintain Programme Tracking Data bases of trainings, activities, reports, and products, compiled across all Regional Offices 

•Network and Represent Oxfam India in professional meetings, conferences, technical advisory groups and seminars related to the advancement of M&E.

 

Key Responsibilities :

Regional level:

•Take direct responsibility for providing technical guidance to the Regional & Thematic Teams to set up and roll out the Management Information System 

•Provide Technical support to the Regional teams to review the monitoring and evaluation framework at Project & State level 

•Build the capacity to the teams in analysing & using data and promote decision based on evidences.

•Work with team to undertake baselines for the programme portfolios

•Coordinate with the Regional and Finance Teams to develop Monitoring Calendar and participate in monitoring visits 

 

Partner Level:

•Lead in coordinate with Regional Teams to organise capacity building session for Partners on MEL  

•Review sample of partner monitoring reports to track the progress and quality of reporting 

 

Qualifications and Experience: 

•Master’s degree or higher from a reputed institute/ university in the social sciences , statistics, economics, demography, information technology  or related field

•Six years of progressively responsible, professional level experience with International NGOs/Donor agencies related to social science research, demographic research, MIS, and policy advocacy

•Ability to plan, implement and monitor project activities by applying proven management principles

•Experience of developing & working with MIS systems and handling data sets, ability to organize, analyze, interpret and evaluate program performance data

•Demonstrated expertise in the use of Statistical and Demographic packages, including SPSS, STATA, EPINFO, SPECTRUM etc. 

•Excellent interpersonal and communications skills in English and in Hindi, including writing skills in English and Hindi

•Willingness to travel to project field sites, if necessary

•Sound strategic thinking and planning skills.

•Ability to build support from staff across teams, and to build the capacity of others.

•Ability to work independently within a predominantly administratively self-servicing environment.

 

Relocation : During the course of employment the post holder may be required to move base on temporary or permanent basis to any workplace controlled by Oxfam India

Travel : Willingness to travel within country and abroad as required. It is a condition of employment that staff abides by all agency security and safety protocols, policies and procedures.
