Job Title : Programme Coordinator

Reports To : Regional Manager, Bhubaneswar Regional Office
Scope of Position :
•To work under the leadership of the Regional Manager and in line with Oxfam’s strategic plans and policy guidelines in planning, implementing and monitoring agreed programmes operationally and with partners. Participate in and contribute to the development and operationalizing of the wider institutional strategy for the country.
•To analyse the social-economic, and political situation in the state and its impact on the poor people. Support programme team in Bhubaneswar Regional office in capturing the issues in the process of different programme documents. Use the collective knowledge gained through initiatives in strategic planning and programme development, monitoring and evaluation in line with agreed programme objectives.
•To contribute in the development of a comprehensive programme as per Oxfam’s agreed objectives with respect to the strategically identified issues at local, state, national levels.
•Explore new funding opportunities for the region and take lead/ provide support in development of proposals and concept notes as per the requirement.
•Ensure highest standards are achieved in programme quality through Monitoring Evaluation and Learning (MEL) systems; and documentation and communication of impact of Oxfam’s programme. Overseeing and be accountable for the processes of evaluation, learning and baselines. Support in finalization of ToRs, identification of consultant/agency and consultancy contracts by the Programme Officers as per the norms of Oxfam India.
•To manage grant processing and ensure that the terms of contract (in case restricted donors) are met. To ensure that Oxfam’s basic minimum standards in procedures are maintained across the programme as well as India’s legal and financial requirements. Ensure adherence and recommend improvements to the system as necessary to maintain minimum organisational standards.
•To lead the processes of reporting requirements at Regional office level and coordinate with the team (Annual/Half yearly reporting , Quarterly Progress Reports, donor reporting) – keeping tab on deadlines, quality check & consolidation on draft compiled and submitted by the Programme Officers, ensuring timely responses to all programmatic queries.
•To lead research & documentation processes in the region in coordination with Regional team & Research team.
Key Responsibilities :
•To take lead in office level meetings such as internal Project Appraisal Meetings (PAM) and learning meetings, and the events organised at the Regional office level in coordination with Regional Manager.
•Actively contribute to the larger Organizational processes by participating in the discussions, attending events, sharing valuable inputs/ feedbacks as per the requirement
•Provide strategic and operational inputs for project cycle management (design, implementation, monitoring and evaluation of programs and projects).
•The job involves liaison and coordination with thematic PCs and POs based out of different offices of Oxfam India for efficient and effective delivery and management of programs / projects.
•Proactively support to the policy advocacy work at the state on multiple themes as agreed with Regional Manager and in coordination with Programme Officers, and where appropriate, at the national level.
•Regular monitoring of all financial transactions such as allocations, disbursements, cancellations relating to the programme and required documents to maintain an overview of the financial status of the programme
•In the event of a humanitarian disaster, undertake special visits and assignments, participate in planning and implementation of relief and long term rehabilitation programmes;
•Implement Oxfam’s Diversity and Equal Opportunities policies and contribute to Gender Mainstreaming in all the projects.
•To represent and liaise with donors, government officials and district, state and national level organisations and other bodies as necessary and advise on and participate in lobbying and advocacy activities.
•To be responsible for networking with partners and other intermediaries to further the programme objectives.
•Provide regular updates to the Regional Manager on projects / programs and the internal and external environment affecting the projects / programs.
Qualifications and Experience:
•Post Graduate degree in social sciences.
•Substantial knowledge and experience (at least six years’ relevant experience) in the management of development work.
•Substantial experience in Policy Advocacy, preferably experience of linking micro-level project work on influencing policies and practices.
•An understanding of the socio-economic, political and ecological conditions of India and prior working experience in Odisha is desirable.
•High level of analytical, conceptual and strategic planning skills, with substantial Programme development work with NGOs
•Ability to lead the team, manage relationships with donors, significant institutions and senior officials
•Proven track record of achieving results and demonstrable people management skills
•Ability to respond effectively in the event of humanitarian disasters
•Sensitivity to gender and diversity issues. Experience in Gender issues would be a plus.
•High level of programme management skills – including communication, organisation, training, planning and strong financial management skills
•To be able to work as part of a state and national team with strong interpersonal skills, and practice and maintain positive team dynamics
•Information technology skills
•Physical fitness for travel and a willingness for sustained field work
•Excellent communication skills with fluency in written and verbal English and at least one major language of the region.
Relocation : During the course of employment the post holder may be required to move base on temporary or permanent basis to any workplace controlled by Oxfam India
Travel : Willingness to travel within country and abroad as required. It is a condition of employment that staff abides by all agency security and safety protocols, policies and procedures.
