Chaupal, led by Adivasi grassroot activist, is working in Surguja district from 2005 on the issues of right to food and right to work among the adivasis. Recognising food insecurity as one of the major proboems of the community especially of the adivasi community, Chaupal started to work on issues of food security and engaged at various level from village to state to national level. Chaupal hosts the secretariat for the Right to Food Campaign. Chaupal has taken many initiatives both at grass root level as well as at policy level to enhance peoples’ food and nutritional security. 


About the Project: 

For making an intervention on food insecurity both at local and and at policy level the project aims to take multi pronged approach. While it will directly work with the community, facilitating strengthening of their institutions and then linking it with the institutions of governance for long term changes. It will also work at macro level and do advocacy with the government for policy level changes. The project will have the following strategy:

  • Strengthening Sangathans at village level to raise people’s problems 
  • Generating evidence on access to food security schemes 
  • Mass Mobilisation and Networking
  • Advocacy at policy level


Results to be Achieved / Impact: 

  • Establishment of well informed and strengthened sangathans of marginalised community
  • Block level Sahayat Kendra (Help Desk) is created and strengthened to help the communities
  • Increased cooperation in the work between CSO, Sangathan and Govt. institutions for better implementation of Right to Food Schemes/Programmes.
  • Strengthened network to ensure the right to food to the most marginalised and excluded community through collective effort
  • 16 village/hamlet level sangathans will be formed
  • Exposure visits
  • The Right to Food Campaign in Chhattisgarh is strengthened
  • Social Interface Platform cum Review of the implementation of govt schemes on food and livelihood

Prior Achivements:

Chaupal has succeeded in taking forward the right to food campaing in Chhattisgarh. It has worked with the community to facilitate their institutions and helping them to access their entitlements under government schemes/programmes. In the previous year Chaupal has specifically helped the community in protecting their ration cards from being cancelled. 

Through the network approach, it has reached out to various other organisations and have provided inputs to various policy initiatives. 

It has worked with the Righ to Food advisor’s office and have supported the advisor’s office in their work on recommendations to the Right to Food Commissioner’s office.


Quotes of Beneficiaries: 

I was tired of visiting the Panchayat office, Block office and to the MLA for reinstating my ration card, which was wrongly cancelled under the verification drive. Once I participated in the meeting of Mukhias organized by Chaupal in Jagarnathpur and told my misery. Instantly the field worker of Chaupal registered my case in the PDS helpline. Within a week my ration card was reinstated and I also got my previously blocked ration of five months. Now I am regularly getting my ration. Case Studies/Human stories:

Ram bai aged 30 years is a widow, has three members in her family. She belongs to Pahadi Korwa community a Particularly Vulnerable Tribal Group (PVTG). Ram bai lives in the village Mareya, block Udaipur, distt – Sarguja and looks after her children by doing labour work. She used to get 35 Kg of ration under the PDS, which was supporting their food requirement in a big way. Since, she belongs to a PVTG community and there is a provision that belonging from PVTG community their ration cards are not supposed to be verified. However, overlooking this, her card was verified and her entitlement was changed to 10 Kg. This affected them in a major way. Chaupal supported her and took her case to food office in Udaipur panchayat and filed a complaint. After the complaint her card was reinstated and she started getting 35 Kg of ration. Now she regularly gets her quota of 35 Kg.
