Introduction

The Right of Children to Free and Compulsory Education Act (RTE Act) came into force on April 1, 2010. The Act provides the right of children from 6 to 14 years of age to free and compulsory education till completion of elementary education in a neighborhood school. This act puts the responsibility of ensuring enrollment, attendance and completion of education on the government and makes state and local bodies accountable for the implementation. The project aims to ensure effective implementation of ‘Right to Education’ Act in 4 constituencies of urban Bangalore - C V Raman Nagar, Jayanagar, K R Puram and Mahadevapura. It will actively seek support and make the local government accountable for the effective implementation of the Act, thereby helping children access their fundamental right of Free and Compulsory Education Act.

  • Through the 24 hour toll free child helpline 13,689 children in distress were rescued, rehabilitated and repatriated or referred.
  • 10,000 street children, child laborers, victims of domestic violence and sexual abuse were provided with residential support.
  • Provided inclusive education for school dropouts and 1400 students have been mainstreamed. Since 2004, 1800 were referred back to school through our 100% enrollment campaign in outreach programme
  • 20 slums have received land rights and 10 slums have received housing entitlements.
  • Under the community mental health and disability programme, 485 individuals were identified, who have further undergone, treatment and therapy for mental health and disability problems.
  • Along with Canara Bank, APSA is currently working with 480 self-help groups for women (16 federations) in 45 slums in Bangalore. 90% of the groups have been declared child labour free.

NAME OF THE PLACE: Cox Town

NAME OF THE SCHOOL: Cox Town Higher Primary School

Previous condition & problems existed in the school:

The Cox Town School is located near ITC. The total strength of the students in the school is 170[110 B 60 G]. The functioning of the school is from 1st- 7th standard. SDMC exist in the school but during the meetings the members were not actively participating, they use to not take any decision and action regarding the issues prevailing in the school such as toilet facility and mid-day meals- the children complained they had to serve food and carry heavy utensils and corporal punishment existed due to this many children were dropouts, therefore this became a serious issue in the community.

Steps Taken:

[APSA’s Intervention] APSA has taken steps to strengthen the problems existed in the school through the following strategies:

  • Conducted home visits of SDMC members and motivated them to participate in the meetings organized by School as well as by APSA
  • Conducted community & children meeting regarding the weakness of SDMC in school and gave awareness on the importance of SDMC and the roles & responsibility of the members toward the development of the school.
  • Conducted APSA cluster level meetings were the SDMC members from other schools who are very active shared their ideas and thoughts and success stories after their intervention.
  • Conducted meeting for the children regarding mid- day meals whether the children are satisfied or dissatisfied with the meals that is been provided for them and regarding the children serving the MDM.
  • Conducted Parents- teachers meeting and discussed to stop corporal punishments
  • Planning session was been held pertaining to the above issues among the school HM, teachers, SDMC members and Child Rights Club children.
  • In this meeting the members wrote letter to the respected department: 1. The SDMC members and children along with school faculties wrote letter to BBMP regarding lack of toilet facility in the school and to provide sanitation facilities in the area to avoid frequent blockage 2. Approached the B.E.O regarding mid-day meal in the school.

Present condition in the school:

  • The SDMC is been strengthen and the members are actively participating towards the development of the school.
  • At least 6-8 members are attending SDMC meetings on regular intervals and are actively participating in APSA programs and meetings
  • At least 4 SDMC members monitor and visit school daily. 
  • At present children are able to access toilet facility and there is class 4 worker been appointed to serve MDM and clean the campus.
  • There is no corporal punishment in existences.
