As India Approaches One Year of the Notification of the Right to Education Act........

On 1st of April, 2011, India completes one year of enforcement of Right of Children to Free and Compulsory Education Act, 2009. It laid down a time bound agenda to address some of the long pending gaps in the educational system. Some of these deadlines fell within the first year and a third of the time for attaining the minimum standards in the schools has also elapsed. Unfortunately,even the State Rules under the RTE Act have been notified only in a small number of States. While some changes have happened at the policy level, we need to look at the changes that have happened on the ground. Most of the prominent education networks and agencies shall converge at the Act's anniversary to take stock of the progress made.

Until the consultation happens, one has to rely on secondary data. However, even a cursory look suggests much more needs to be done. This is not to deny that the government has put in much thought and much planning during the last year. This is not to say that the progress being made by some states is better than others. This does not mean that the government has not tried. It means that the extent of the problem calls for a greater degree of urgency. It means that the progress as seen on the ground and by a lay person without the access to the forum where decision are made is far from satisfactory. This means that the benefits of the Act may not yet have reached parents and children fully.

What the country needs at this time is everyone with an interest in the Act's implementation coming together. Even if the implementation was delayed in the first year, everything is not lost. There are still ways to compensate for time lost. What is needed is a push from the teeming millions demanding their Constitutional Right to a Free and Compulsory Eduation. While there may be a temporary delay, India' children cannot afford to wait much longer
